North Vietnamese Military Archives on August 4, 1964 Gulf of Tonkin Patrol Boat Activity

The Gulf of Tonkin incident in August 1964 occurred when USS Maddox allegedly encountered North Vietnamese patrol boats. The August 2 engagement is well-documented and corroborated by both U.S. and later North Vietnamese sources. The August 4 attack, however, remains contested. For decades the U.S. government maintained both attacks occurred, justifying retaliatory strikes. Later declassified NSA documents, including signals intelligence intercepts, indicated no actual attack took place on August 4. Furthermore, subsequent reporting and declassified materials reveal that the U.S. government did obtain North Vietnamese communications traffic related to the events of August 4, 1964, which documented salvage operations rather than a coordinated attack, effectively debunking the claim of a second attack.

The U.S. government eventually obtained and declassified intelligence, specifically NSA signals intelligence, that included North Vietnamese communications traffic. These intercepts, when fully analyzed, did not support the occurrence of a second attack on August 4, 1964. Instead, they documented North Vietnamese activities consistent with salvage operations for their boats damaged in the August 2 engagement, rather than a planned assault on U.S. destroyers. This primary source evidence directly contradicts the initial reports of a second attack.

Initial reports and high-level communications at the time, as evidenced by White House Situation Room memoranda, indicated that U.S. officials believed an attack occurred on August 4, 1964. While later analysis and declassified documents refuted this, the immediate perception and actions taken by the U.S. government were based on intelligence interpreted as confirming a second hostile engagement. The challenging weather conditions and the nature of the DeSoto patrols also contributed to the confusion and misinterpretation of events.
